   The Department of Administrative Services - Fleet Division is responsible for the acquisition, management, policies, operation, maintenance, repair and disposal of motor vehicles used for the transportation of State of Iowa employees in their official duties. We are seeking to fill a vacant Fleet Administrator (Administrative Assistant 2) position.  This position will be responsible for software implementation and management with the initial focus on implementation with data migration and testing. Focus will then shift to training, support, monitoring, reporting and optimization of the new system. Other responsibilities include fleet analytics, maintaining the fleet inventory, monitoring of the motor pool program, and assisting in general fleet operations.   Job Duties: The key responsibilities of this position include:
   
    Assist with the implementation of the new fleet management software; transition to support of the software.
    Assist in guidance of fleet evolution as a new range of technologies are adopted.
    Oversee the motor pool reservation system, including scheduling and management of reservations for state agencies; Identify operational issues, cost savings and utilization.
    Maintain State inventory of over 3,000 vehicles.
    Develop the motor pool replacement and review plan.
    Develop and enforce fleet policies.
    Other Duties:
   
    Additional responsibilities include other aspects of fleet operations, such as maintaining vendor relations; assisting with scheduling maintenance and repairs; providing assistance to internal/external customers; process invoices; and receiving new vehicle deliveries.

    This position requires teamwork, honesty, dependability, productivity, and accuracy; the ability to communicate effectively in person and in writing; strong customer service and organizational skills, the ability to multitask and meet deadlines in a fast-paced environment, and the ability to take initiative and be proactive.

This role provides essential leadership and oversight to the Capitol Complex and Iowa Laboratories facilities, including building and grounds maintenance, custodial services, and special projects.</p>
   <p>As part of the GSE Leadership Team, you will manage a team of supervisors and staff (approximately 20 full-time employees), overseeing an annual payroll and operating expenses budget of around $3 million.</p>
   <p><b> Responsibilities:</b></p>

    <li>Provide leadership and guidance to facilities staff, ensuring effective operation of buildings, grounds maintenance, and plant operations.</li>
    <li>Oversee program areas such as heating, ventilation, air conditioning (HVAC), energy management, custodial services, grounds maintenance, mailroom services, electrical, plumbing, carpentry, and building controls automation.</li>

   Job Description
  
  
  
   The Department of Administrative Services (DAS), General Services Enterprise (GSE) is seeking a skilled and agile leader to join our team as an Associate Facilities Administrator. This role provides essential leadership and oversight to the Capitol Complex and Iowa Laboratories facilities, including building and grounds maintenance, custodial services, and special projects.
   As part of the GSE Leadership Team, you will manage a team of supervisors and staff (approximately 20 full-time employees), overseeing an annual payroll and operating expenses budget of around $3 million.
    Responsibilities:
   
    Provide leadership and guidance to facilities staff, ensuring effective operation of buildings, grounds maintenance, and plant operations.
    Oversee program areas such as heating, ventilation, air conditioning (HVAC), energy management, custodial services, grounds maintenance, mailroom services, electrical, plumbing, carpentry, and building controls automation.
    Collaborate with the Facility Administrator to coordinate maintenance, repairs, and occupant support services.
    Promote communication and teamwork across GSE business units, fostering information sharing and cooperation.
    Develop and maintain professional relationships with leadership, co-workers, customer agencies, union representatives, and vendors.
    Assist in emergency planning and response, including Continuity of Operations (COOP) and Continuity of Government (COG).
    Handle human resources and administrative responsibilities, including performance reviews, coaching, personnel management, and disciplinary actions.
    Utilize data analytics and technology to continuously improve processes, providing valuable insights for GSE management and leadership.
    Act as the alternate approval authority for procurement and contract management within the Capitol Complex.
   
    Preferred Qualifications:

   Minimum Qualification Requirements
  
  
   Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
   
    1) Graduation from an accredited four-year college or university and experience equal to four years of full-time work in program administration, development, management, or operations.
   
   
     2) Eight years of full-time work experience in program administration, development, management, or operations.
   
   
     3) All of the following (a and b):
   
   
    a. Four years of full-time work experience work in program administration, development, management, or operations; and b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
   
   
     4) All of the following (a, b, and c):
   
   
    a. Two years of full-time work experience work in program administration, development, management, or operations; and b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work equals one year of full-time experience; and c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
   
   
     5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Supervisor or comparable specific management-level position.
