Requirements

  • Advanced university degree in Computer Science, Engineering, or a related field; or Business Administration or Economics with relevant experience and/or training in technology. Alternatively, a first university degree with additional years of relevant work experience or specialized training/courses may be considered.
  • At least eight (8) years of professional experience in IT governance frameworks and IT policy formulation, and in developing cogent advice including to senior management.
  • Has managed complex projects, including policy formulation projects or strategy development, requiring innovative recommendations and approaches in the IT sector and in the humanitarian/development contexts.
  • Advanced understanding of the COBIT Framework and its application.
  • Technical knowledge in IT governance and risk management based on advanced study or certification.
  • Advanced understanding of internal control and accountability matters.
  • Experience in managing teams.
  • Exceptional English writing and editing skills.
  • Desirable: WFP institutional knowledge, including normative frameworks, policy formulation protocols and processes, and decision-making norms.

Responsibilities

  • 1. Participate in the development of business planning and strategy to advocate for business results and outcomes, develop and provide quality assurance of policies and standards from TEC, ensuring that TEC perspectives are incorporated into relevant organizational policies and branch functional work plans, in compliance with WFP policies, standards and strategy.
  • 2. Keep abreast of relevant knowledge and best practices in the IT industry on Business Relationship Management, Business Analysis, and IT Project Management, adopt best practices and guidelines, and orient towards continuous improvement of the functions.
  • 3. Build and nurture strategic and working relationships with the business, aligning business needs and priorities with providers’ capabilities and service portfolio.
  • 4. Gather and shape business demand, anticipating the direction of the business and offering industry, business and technology insights with potential to create value for the business environment.
  • 5. Manage business expectations in servicing demand and oversee the success of business change initiatives, seeking ongoing opportunities to support or increase the business value from business-provider initiatives and services.
  • 6. Enable business change and improve ability of the business to adapt by analyzing business capabilities, defining needs, modeling the business and identifying new opportunities or recommending solutions that deliver value for business priorities.
  • 7. Keep abreast of the strategic direction, profile, environment and needs of the business holistically to identify initiatives or core business process improvements with enabling technologies that allow the business to meet its goals.
  • 8. Define and utilize techniques for eliciting, understanding, analyzing, documenting, validating, and communicating business objectives, needs, requirements, and process flows to ensure common understanding, agreement and prioritization between stakeholders.
  • 9. Manage the delivery of projects to ensure solutions transfer into the business in accordance with established overall project objectives and business strategies and requirements.
  • 10. Manage and motivate a team of staff, providing coaching, training, and guidance to ensure appropriate development and enable high performance, and serve as deputy to the Chief, TECG when required.
  • 11. Take responsibility for an equitable and inclusive workplace which incorporates all dimensions of the WFP diversity and inclusion framework.
  • 12. Lead TEC policy cycle management including the annual review of the policy portfolio; supervise associated knowledge management; advise TEC practice areas on policy matters based on IT governance standards and best practices.
  • 13. Oversee and coordinate independent audit and evaluation matters for TEC, including Internal Audit, External Audit, Evaluation, the UN Joint Inspection Unit and other similar exercises. Serve as the substantive focal point for compliance and oversight to monitor and instil accountability across TEC.
  • 14. Manage governance body proceedings including Digital Business and Technology Committee and IT Advisory Board to facilitate efficient and effective oversight and advice as part of enterprise IT governance and prepare TEC leadership for committees and high-level events; others as required.
  • 15. Represent the Governance and Partnership Branch/TEC Division at various internal and external fora, as required.
