Responsibilities

  • Contract Administration - On behalf of the assigned agency, CPO will handle all strategic negotiation of goods and services. CPO will also administer all contracting functions within the agency, including scope of work development, pre-offer conferences, proposal evaluation, strategic negotiations, and contract award. Performs contract management oversight and ensures contracted suppliers meet all Service Level Agreements, as required by their contracts. CPO will also be responsible for managing pricing negotiations, and the authorization of new vendors.
  • Arizona Management System Utilization - Engages in implementation and consistent application of Arizona Management System to lead teams and guide the strategic sourcing process (market assessment, RFI/RFP, supplier selection, negotiations, recommendations, and contract development and implementation); uses data analytics to assist internal stakeholders in the development of business strategies designed to optimize expenditures/ROI. Provides clear guidance to internal stakeholders to simplify purchasing while ensuring compliance to state purchasing policies.
  • Performance Management and Strategic Analysis - Conducts expenditures analyses, requirements assessments, and business case development; works with subject matter experts to gather and assess business requirements; makes recommendations to internal stakeholders based on analysis conducted, with attention to the financial and business risk of each proposal. Engages with team and internal stakeholders to achieve mission outcomes. Creates policies and procedures to make certain that the procurement office complies with ethical standards and outlined laws, rules and regulations. CPO also works to prevent any conflicts of interest or improper supplier and agency relationships.
  • P-Card program administration - Responsible for administering P-card program for the agency. Reviews and evaluates all card reconciliations for adherence to procurement code prior to payment authorization. Agency SME for all P-card training and updating as needed.
