Responsibilities

  • To be a lead Devonport Intelligent Customer (IC) for Warehouse, Storage and Disposal services on behalf of the MoD as the contracting Authority. To retain adequate resources and technical competence, to set the requirements, understand the contract, monitor, measure and assess whether the deliverables and activities of the Industry Provider meet the requirements of the contract.
  • To develop and articulate the strategy, plan and priority for storage and disposal in the Naval Base looking at current and future commitments under Devonport FMSP Lot 1. Articulating this plan to the Industry Partner to ensure that NBC(D)'s operational priorities are delivered.
  • Assure that the storage and disposal services delivered by the Industry Provider are compliant with the Devonport Lot Contract and comply with the requirements of the Secretary of State’s Policy Statement and its amplification in any Defence Safety Authority (DSA) publication.
  • To ensure the Industry Provider is held to account, and to raise any concerns to the appropriate NBC Authority (commercial, safety or security),for provision of timely performance metrics such as management information and Key Performance Indicators for warehousing and storage services in accordance with the Devonport Lot 1 Contract and as required be prepared to challenge the quality of the service provision to ensure the MoD, as the customer, receives the required level of service, which is compliant with legislation, MOD Policy, and industry standard, whilst assuring value for money while seeking to increase platform, infrastructure and asset availability and materiel resilience.
  • To build collaborative, positive relationships with Industry Provider staff in support of the safe, secure, and efficient delivery of the storage and supply chain Naval Base outputs scoped in the Devonport Lot 1 Contract.
  • To maintain a clear understanding of what the Industry Provider should deliver as part of the contracted outputs. To build positive and effective relations with the NBC(D), DE&S, SDA and Surface Ships Contract Management Teams, ensuring to take prompt action as appropriate where the warehousing and storage services being delivered by the Contractor do not meet the required level of outputs demanded by the Devonport Lot Contract.
  • To assure coherence of service delivery across the Devonport Naval Base site within the Devonport FMSP lot 1, between associated FMSP lots that deliver in HM Devonport and between FMSP and non FMSP outputs within the Devonport and Southwest region.
  • To ensure that, where relevant, the Authority’s initiatives, objectives and specifications are understood and implemented through established Business Processes and that any Commercial or Financial consequences are appropriately identified and managed with the engagement of key stakeholders.
  • To line manage the NBC Devonport Supply Chain Warehouse Distribution Storage & Disposal Logistics team.
  • Capture, record mitigate and manage risk associated with storage capacity in Devonport.
  • To work with the Industry Provider on projects and initiatives to improve storage facilities and dispose of surplus and redundant stock.
  • To assure Contractor performance via the analysis of Management Information, Key Performance Indicators, visible checks, and customer satisfaction.
  • To continually review and propose improvements to performance measures and to assess changes in requirements and propose contract amendments.
