  • The ideal candidate will possess several years of progressively responsible experience as an HR generalist, with experience in all major areas of Human Resources
  • Prefer Bachelor's degree in human resources, business or public administration, or a related field. Appropriate work related experience at the managerial level may substitute for the education preferences
  • Prefer nationally recognized HR management certification (Human Resources Certification Institute, Society for Human Resources Management, or International Public Management Association for Human Resources)

Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11). Responsibilities

  • Responsible for all human resources matters, including but not limited to recruiting, hiring, on-boarding new staff, record-keeping, personnel file maintenance, personnel grievances/employee relations, discipline, terminations, transfers, RIFs, salary adjustments, merit plans, position maintenance, classification and compensation, FMLA/ADA, overseeing performance management program, EEO complaint coordinator and providing benefit information to staff including enrollment guides, ASRS and EAP
  • Areas of concentration include areas such as employee recognition, training and employee development, diversity/inclusion and special projects as directed by the Commissioner
  • Participate as a strategic partner with Executive leadership to research, develop and implement HR policies and procedures approved by the Commissioner relating to Human Resources
  • Provide strategic guidance and assistance to Commissioner concerning statewide and agency HR policy, Arizona State Personnel Rules and applicable state and federal laws
  • Interface with educational institutions, organizations, and community groups to establish and maintain recruitment sources and/or for public relations purposes
  • Perform a variety of related duties to support the Arizona State Land Department's strategic plan as it relates to the areas of Human Resources
  • Research HR best practices and recommend changes to existing programs or establishment of new ones, as appropriate
