Responsibilities

  • 1. Supervises and leads a team of professionals and consultants that includes project managers, contracts and grants professionals, and others as assigned, in the management, development, oversight, and administration of GDOT's Aviation Program.
  • 2. Assists the Program Manager to manage the administrative functions of the Aviation Program including organizational structure, human resources, financial responsibilities, and office operational activities.
  • 3. Assists the Program Manager to develop and implement policies and procedures pertaining to GDOT's Division of Intermodal Aviation Program.
  • 4. In coordination with the Program Manager, oversees the development, implementation and maintenance of Standard Operating Procedures (SOPs) for the activities and requirements of the Aviation Program.
  • 5. Administers activities of the Aviation Program related to financial management, oversight and administration of federal grant funds received from the Federal Aviation Administration (FAA) and state appropriated funding.
  • 6. Administers Georgia Airport Aid Program funding and FAA State Block Grant funding for airport planning and development.
  • 7. Oversees the management of state appropriated aviation funding and the management of FAA grants, including application, management, reporting and closeout.
  • 8. Ensures GDOT as the federal grantee has financial management systems, policies and procedures and an organizational structure in place to match, manage and charge only allowable costs against federal grant funds.
  • 9. Evaluates Capital Improvement Program (CIP) project requests, prioritizes requests, and responds to airport sponsors in accordance with the GDOT Aviation Program Policies and Standards Guide.
  • 10. Develops and administers the annual statewide program of projects from application and project selection to contract execution and project closeout in accordance with the requirements and guidelines of the FAA State Block Grant Program and State Airport Aid Program.
  • 11. Ensures GDOT, as the recipient of FAA grant funds, awards funds to eligible airport sponsors in accordance with the FAA State Block Grant Memorandum of Agreement (MOA) and all applicable laws and regulations, including use of the federal priority system for award distribution.
  • 12. Monitors professional consultant services regarding the performance of aviation work for GDOT by maintaining extensive knowledge of rules and regulations governing the minimum requirements to qualify as a professional consultant on aviation matters.
  • 13. Coordinates and reviews consultant pre-qualification applications to determine adequacy of relevant experience to conduct airport systems planning, airport master planning, and airport design for construction.
  • 14. Prepares consultant qualification documents and makes recommendations to the GDOT consultant prequalification committee.
  • 15. Reviews project plans and specifications as needed to assist Aviation Project Managers.
  • 16. As directed by the Program Manager, assists in administering other activities of the Aviation Program.
  • 17. Assists the Program Manager to monitor the Aviation Program’s progress to meet established goals and objectives by establishing and tracking annual program goals, performance measures, and Aviation Program specific metrics.
  • 18. Coordinates with independent, regulatory, and third-party auditors to ensure requested documentation is submitted and inquiries are addressed in a timely and efficient manner.
  • 19. As needed, acts on behalf of the Program Manager, supervising the unit and representing GDOT on aviation matters.
  • 20. Serves as a GDOT Aviation Program liaison with federal, state, county, municipal and other pertinent aviation/airport stakeholders and partners.
  • 21. Develops and coordinates statewide emergency preparedness with other key agencies; serves as the lead Aviation contact for emergency event coordination as needed and as the point of contact with the Federal Aviation Administration (FAA).
  • 22. Coordinates and responds to aviation related open records requests.
